BSNL and MTNL recently announced launching free roaming services. While MTNL planned to launch free roaming with no additional charges in Delhi and Mumbai circles, BSNL had planned to charge Re 1 per day for the free roaming facility.

MTNL, BSNL to soon announce free roaming plans

State-run telecom operators MTNL and BSNL will reportedly soon announce new roaming plans for its customers. While MTNL plans to launch free roaming with no additional charges in Delhi and Mumbai circles, BSNL is likely to charge Re 1 per day for the free roaming facility. The new schemes are expected to be available from January 26.
According to reports, Telecom Minister Kapil Sibal will formally announce the new schemes this week. "Minister (Sibal) had asked the PSUs in November to come up with free roaming scheme. Though MTNL made it free, BSNL will levy charge so that it can bear cost. Customers availing scheme will enjoy local tariff wherever they travel,” Economic Times quotes an official source as saying.
Free roaming is one of the key elements of the National Telecom Policy 2012. Citing burden of huge costs, telecom operators have been reluctant to implement full-fledged free roaming.
The Telecom Regulatory Authority of India (TRAI) last year slashed ceilings on national roaming tariff and allowed telecom operators to provide free nationwide roaming to subscribers through Special Tariff Vouchers and combo packs.
Later, operators including Airtel, Vodafone and Aircel did launch a few low-cost roaming plans.

After Airtel and Idea, Vodafone launches 'free' roaming plans

Vodafone has announced 'free' roaming plans for its prepaid and postpaid customers in the country. The company is offering a Special Tariff Voucher (STV) to its prepaid customers who can enjoy free incoming calls on roaming at Rs. 5 per day. For outgoing calls on roaming, users will be charged 1.5p per second. To activate the daily plan, customers need to dial *444*500#.
Additionally, Vodafone offers a monthly plan for prepaid customers (priced at Rs. 71) and postpaid customers (priced at Rs. 75).
The operator has also announced two new special roaming tariff plans - Roaming Tariff Plan (RTP) and Roaming Tariff Plan Free (RTP FR) – that offer customers reduced incoming roaming tariff and free incoming roaming benefit, respectively to both the pre-paid and post-paid customers.

With these new roaming plans we aim to offer a hassle-free roaming experience to our customers,” says Vivek Mathur, Chief Commercial Officer, Vodafone India.
Vodafone's special roaming plans come in the wake of the recent TRAI diktat that allowed telecom operators to provide free and cheaper roaming through special tariff vouchers and plans. It's notable Bharti Airtel and Idea Cellular have already launched their special free roaming packs/plans.

Bharti Airtel, Idea Cellular announce free roaming plans

Bharti Airtel and Idea Cellular have announced 'free' roaming plans days after the Telecom Regulatory Authority of India (TRAI) allowed the operators to provide free nationwide roaming to subscribers through Special Tariff Vouchers and combo packs.
Bharti Airtel was the first operator to launch a free roaming pack for its prepaid customers. The operator is offering a special Rs. 5 per day plan for free incoming calls. Outgoing calls are charged at 1.5p per second.
Airtel is also offering a one-time pack, priced at Rs. 79 (free incoming calls for 30 days). Outgoing calls are charged at 1.5p/sec in home circle and roaming. To activate roaming services, Airtel customers need to SMS roam to 121!

Airtel roaming packs
Idea Cellular was quick to announce its own free roaming packs. The telecom operator has introduced two vouchers priced between Rs. 230-240, and another priced between Rs. 35-40 (denomination to vary across circles).
Idea will charge 75p per minute for incoming calls on roaming under Rs. 35-40 voucher. Incoming is free for subscribers who avail Rs 230-240 voucher of Idea. The benefits of these vouchers will valid up to 6 months from the date of recharge.
Efforts are being made by the government to pave the way for cheaper roaming across India, though the National Telecom Policy 2012 envisages free roaming in the country. The telecom regulator in its recent announcement said fully free regime is simply not practicable at this juncture.
“...There are still real costs incurred in providing the national roaming facility. Mandating a fully free regime is simply not practicable at this juncture. Compelling a transition to a fully free national roaming regime would result in telecom service providers not being able to recover their costs from roamers. In turn, telecom service providers would pass these costs on to all consumers (predominantly non-roamers) through their higher tariffs,” the TRAI clarified on not bringing in a full-fledged free roaming facility yet.
So far, Airtel and Idea have only announced 'free' roaming packs. Other telecom operators are likely to follow suit soon.
